BIOGRAPHY

I represent individuals, businesses, municipalities and non-profit organizations. I provide direct legal services to clients purchasing, selling or restructuring their businesses.  I am experienced in both residential and commercial real estate transactions. I have extensive experience representing client claims in trial and appellate court proceedings as well as before administrative boards and commissions.  I am readily available to clients and often help resolve issues before they become disputes.  I am also a mediator/arbitrator for the American Dispute Resolution Center. 

For business clients, I provide a wide range of commercial and transactional services.  I have incorporated businesses and formed limited liability companies.  I have represented clients in the purchase, sale and reorganization of businesses.  I have drafted and reviewed commercial lease agreements and renewals.  I have represented client interests in business financing agreements. I am familiar with laws affecting business activities and I have rendered opinions to clients as requested.  

For both individual and business clients, I have obtained significant settlements in a wide range of court cases including building construction claims, automobile accidents, pedestrian injuries, wrongful discharge claims and property disputes.  I have sued municipalities for failure to maintain sidewalks and streets.  I have taken successful appeals to the Connecticut Appellate and Supreme Courts.   

For municipal clients, I also provide a variety of legal services.  I have frequently rendered legal opinions to municipal officials.  I have successfully defended municipalities in appeals by taxpayers claiming that their property taxes were excessive.  I have collected significant amounts of delinquent taxes.  I have also represented municipal interests in claims made by employees.  I worked closely with elected officials and employees at all levels of local government and I have appeared regularly before municipal boards and commissions.  I have worked with legislators to amend state law and I have facilitated the allocation of state funds to municipalities for real estate tax relief.

I have formed taxing districts for property owners on private roads enabling them to pass budgets and collect money for road maintenance and improvements.  I formed and represented many non-profit organizations such as a day care center for working parents and the conversion of former military housing to low and moderate-income dwellings. I have served as general counsel to the Saugatuck Day Care Service, Wassell Lane Corporation and the Westport Historical Society. 

I received my juris doctor degree from the Columbia University School of Law and my bachelor’s degree from New York University, where I studied economics.  I was an honors student at NYU and inducted into Beta Gamma Sigma, the academic honor society for business schools.  Following graduation from law school, I served in the U.S. Army where I attended the Judge Advocate General’s Legal Center at the University of Virginia and served as a military lawyer for four years. 

Following my Army service, I moved with my family to Westport, Connecticut. I have practiced law as a sole practitioner, a partner in the Bridgeport law firm of Goldstein and Peck and with the former Westport firm of Wake, See, Dimes, Bryniczka, Day & Bloom that merged with Berchem, Moses & Devlin in 2008. I am admitted to practice in all state and federal courts in Connecticut, the Federal District Court and Court of Appeals for the District of Columbia and the United States Tax Court.  I am a member of the American, Connecticut, and Fairfield County Bar Associations and I was a member and past president of the former Westport Bar Association. 

I have lived in Westport with my wife and children for more than thirty-five years. During this time, I have been active in the Westport community.  I was elected to the Westport Representative Town Meeting and to the Westport Board of Education.  I have been appointed to town-wide committees and served as chairman of a committee to make recommendations for improvement of educational quality on a state-wide basis.  Currently, I am the Fair Housing Agent for Westport.  I have served on the board of directors of the Connecticut Association of Boards of Education, in the Connecticut Bar Association House of Delegates and for local non-profit organization such as the United Way, Westport Arts Center, Westport Historical Society and Temple Israel.  I am on the adjunct faculty at Norwalk Community College.
